Hey, I was trying to get a spell that lets a caster give another creature hit points from a pool of level x 5. Is there any way to do this when making a homebrew spell?
I don't believe so because spells don't tend to have things like that. You could probably make a feat with such an ability giving it 50 or however many charges you want, but each cast of a spell stands on its own and is its own thing. Spells don't really work like that with shared resources between them.
I'm a little confused design wise why you want it to be a spell. Spells are limited in use by how many you can cast and of what levels before a long rest. Lay on hands is limited not by uses but by the pool total, so you can split it up between many small heals, one big one or anything in between. Why do you want to double dip and have this spell, already restricted by spell slots, be further restricted by a pool of points split among the various castings?
D&D Beyond is not a VTT. Most spells are dumb text beyond their initial "stats" (range, targets, components, duration etc). As for how to write the spell, i'd recommend looking at vampiric touch for the "stats" but change the casting time to 1 bonus action, and change the language as follows:
"The touch of your hand can provide life giving energy to others. You gain a pool of 30 hitpoints you can distribute to creatures you touch. When you cast this spell and as a bonus action on each of your turns for the duration, you can touch a creature and draw power from the pool to restore a number of hit points to that creature, up to the maximum amount remaining in your pool. The spell ends early if the pool of hitpoints is reduced to 0."
At Higher Levels. When you cast this spell using a spell slot of 4th level or higher, the pool is increased by 5 hitpoints for every level above 3rd.
I'd recommend 30 as the start for a 3rd level spell, which is less than mass healing word but gives you greater control over the healing while still allowing for some combat assistance using your action.
Yeah I think we need a more precise explanation here.
If they want 'when you cast this spell, you can distribute level * 5 HP among creatures within range' then that would be easy enough to add, but you might have to do the math on points yourself, I'm not sure if you can get it to calculate that for you. I don't think spells usually scale with anything other than spell slot or your spellcasting ability score, but I could be wrong and no reason a homebrew spell couldn't.
If they want it like lay on hands where you want the same pool of HP being split up between multiple casts of the spell I don't know of a way to do that as a spell.

Maybe try a rechargable feature/feat, they have added a bunch of features recently that do x once a day or until you spend a spell slot to recharge it
edit: I don't know how they coded sorcery points but that is the only recharge feature I can think of that is variable by spell level

Spells like Aid or temporary hit point spells like Heroism might suit what you're looking for.
Aid gives a pool of hit points that scales with level to 3 creatures.
Heroism gives creatures temporary hit points equal to your spellcasting modifier.
Enhance Ability gives one creature 2d6 temporary hit points.
Heroes' Feast increases your hit point maximum by 2d10.
Life Cleric's Channel Divinity gives you a pool of hit points to share among allies. It's not a spell, though.
