He'd probably be a STR-based Monk. He doesn't really have any major powers beyond just being really strong and having crazy mobility. Long Death Monk would do a lot to recreate Maxx's ability to survive seemingly impossible odds... maybe with a dip into Barbarian for Rage.

Good ideas, thank you. Having him do the switch from the real world to the outback would be easy enough from a RP point of view. When the Maxx shift's, he still stays in the real world. He is just seeing the Outback. It would be really strange for the rest of the party for their monk to just randomly wonder off...
Would it be up to the DM when he shifts? Would it be okay if I had him enter the Outback of another, willing player?
What about his claws? How would I justify those? I've never played a Monk. The only contact I ever had with a Monk was a monk from the order of the long death. That was Neverwinter Nights. He was not able to use weapons. Would the claws be an exception to that rule?
I think if we go with the idea of them being a Barbarian multiclass you could say that whenever they Rage they're entering the outback with your idea that they see the Outback while still staying in the real world. Anything beyond that, though, I think depends on if your DM wants the Outback to be something in their world or just something unique to that character.
As for his claws, there's a couple ways to address that... for one, you could just reflavor that as being his unarmed strike... it's not like he can do much else with them. Alternatively you could treat them as a pair of short swords... it's a light weapon so you could dual wield them with no problem, and the damage will scale with your monk hit die, since they qualify as Monk weapons.
