I recently downloaded the Basic Rules to my phone on the D&D Beyond App, and I was surprised to see that all the PHB races and classes are available. However, there is still only six backgrounds.
The D&D Basic Rules PDF on the WotC site only lists four races and four classes.
The Basic Rules source is a combination of the Basic Rules, SRD and Elemental Evil Player's Companion. All of which are free to everyone.
Yes, you will have many races and 1 or 2 subraces each, all but 1 class (Artificer) available with at least 1 subclass each, several backgrounds and a lot of magic items and spells.

As Cyb3rM1nd said, the Basic Rules on D&DB is actually 3 PDFs rolled into one: The Basic Rules, SRD, and EEPC (all of which are individually available on WotC's site, last I checked). The SRD provides the rules for each class (except Artificer) and 1 subclass per. The EEPC has a smattering of races and a ton of really cool spells.
There are a good amount of races and subclasses from the PHB, but not all. The Basic Rules does not contain, for instance, Drow, Forest Gnome, or the Arcane Trickster subclass for Rogue.
This holds true for spells and feats, too. The Basic Rules and EEPC contain a good amount of spells, but not all of them. The Basic Rules only contain 1 feat: Grappler. The rest are in the PHB, and thus not available for free.
