Hey, I'm new to this. I suffer from mild autism, Dyslexia, Dysgraphia and dyslexia, so please be generous. I was wondering if you could help me with something. How to tell a Dragonborn's moods and emotions based on their cheek or ear frills, body language and facial expressions compare to others race's such as lizardfolk's or humans.
That’s an interesting question. There are no official rules about it, so typically that means you need to work it out with your DM. That level of specificity won’t usually come up too often, though. You can probably get away with just saying, I look angry or happy or whatever, and let people fill it in with their imagination. You can, of course, but mostly the other players don’t need to know how they know you’re angry, it’s enough that they know. I’m just saying this in case you’re worried you have to come up with those details. If it will be fun for you, then you can and you should, just don’t feel obligated.
Going by animals, I'd say the frills and general facial features would:
When angry, aggressive, scared (but willing to fight) they would pop out. How far depends on lore, but it would emulate an attempt to make them larger, more intimidating.
When scared, frightened, intimidated, distressed etc, they would lie flat against the body. It wouldn't just hang loose, but actually pressed in with effort. Think of a distressed cat - ears go back flat against the skull, the skin of the head gets pulled back, things like that.
When happy, they'd be pushed a little forward. Not aggressively like when angry, but enough to make them slightly more obvious. Maybe gentle rocking or shaking movements to further emphasise them...but doesn't make the face look massive like in the angry example.
When content, they will be relaxed and in a neutral position.

If you're not willing or able to to discuss in good faith, then don't be surprised if I don't respond, there are better things in life for me to do than humour you. This signature is that response.
Of course, it's a fantasy world. Do it however you like. Those are just real life example that might help you understand how it might work.
