As always, have a discussion with your DM. Artificers need opportunities to use their tools- why else would you play a character that builds things as its paradigm? My DM always told us the value of the gems and jewelry. I started asking him if I could use my jewlers tools to attempt to enhance the value before sale. He agreed, and we made extra money. Expertise with thieves tools takes 1 more thing off of the Rogue. I've negotiated using my mason's tools to grant advantage to my Investigation rolls to find hidden doors (at the expense of disadvantage to stealth if we try to be sneaky opening it)
In a very real way, it is similar to Minor Illusion.
I would note that the all-purpose tool causes you to be proficient in whatever artisan's tool it takes the form of, and tool expertise still applies, which somewhat increases the scope of what this ability does.
