Or is it a first chapter ripped out of Eve of Ruin and described as a prequel to increase pre-orders and/or milk more money from us? Asking because I want to know how low WotC went with this one.
It's certainly not the first chapter. It's a level 3 adventure, whereas V:EoR starts at L10. As to whether it connects that well with EoR, I don't know,.I don't have EoR yet. It didn't seem all that great - but we haven't actually played it yet - I've just read it.

- it's use pretty much statblocks of enemies we already have
-it's huge gap from adventure, so it's either is - beating of helpless npcs, checkhov gun moment which get used way later, or adventure which require heavy rebalance to go instanly pre eve of ruin
