Generally, yes. Real gold leaf is a bit on the expensive side, so it will depend on how much they use per book and any deals they get for bulk supply. However, a tactic may be to not levy the full cost of that gold into the product cost to try and generate higher sales and hope the number of sales is enough to cover that difference and make profit - but since alt covers and deluxe versions and all that are often overpriced , and this is Hasbro, it's likely the alt covers will indeed be more expensive (and probably more expensive than they deserve to be).
For big companies it's less "materials cost" and a lot more "supply and demand".

Not meaningfully. Gold may be expensive, but the amount used for this sort of thing is extremely small. If they're using gold on the books, the difference in cost is going to be too small to bother with.
Also, gold foiling is not always even actual gold. It's just gold colored.
Aye, most of the time gold leaf detailing is only gold imitation. It's very cheap. Depending on amount used and supplier you could easily detail 30-50 books with about $5 of [fake] gold leaf. Real gold leaf, can be around $60 or so for the same, but gold comes in a variety of karat, with proper 24 karat gold exceeding $100 for the same amount of books and is actually a little more difficult to work with, so the extra time needed will be cost factor too.
