Level 18 feature seems to give you one free casting of summon dragon a day, allows all castings to be component free, and allows an alternate casting that is concentration free, but only lasts one minute.
Very good? Yes. Too good? Probably not. I think this gives you what, 15 AC if you go CHA -> CON -> DEX in terms of Ability Scores? Going up only a couple times until you hit epic feats? Better than many pure casters without picking up an armor proficiency, but not good enough to stop attacks from anything with a decent modifier (until you cast shield). This, coupled with their bonus to HP makes them tankier than before (and they were already a slightly more tanky caster), but I'm not seeing them wading into melee any time soon.

I'm expecting a 15 AC at level 1, possibly a 16. With an 18 or so at level 8 at the earliest for most characters - assuming no magic items. Meanwhile, anyone who was willing to play a Tortle would start with a 17 already. This does make the Draconic Sorcerer the 3rd tankiest arcane caster in 5.24 - but I think they still aren't going to compete on that end with Valor Bards or Blade Pact Warlocks, simply based on the other stuff those 2 get.
