The Teleportation Circle spell description states, "You can create a permanent teleportation circle by casting this spell in the same location every day for 365 days." The Teleportation Circle Bastion facility description states, "Inscribed on the floor of this room is a permanent teleportation circle created by the Teleportation Circle spell."
So...does it take 365 days to create the Teleportation Circle in your bastion, or is it immediate upon hitting level 9 and choosing it as a bastion facility?
The facility gives you full functionality immediately. Conceptually adding facilities is supposed to represent a culmination of work already set into motion, so it could ostensibly still fit the RAW of the spell depending on the time span of your campaign, and regardless it's not really a point worth picking at. The limit on the spell is to keep players from establishing an extensive portal network, gaining one extra fixed location doesn't alter that balance.

If none of the other bastion benefits require waiting a year in order to start getting a benefit from them, I'm going to go out on a limb and suggest that the teleportation circle also doesn't need to wait a year. Otherwise it would have been stated as such in the description. It's assumed by the rules that the work getting the circle created is done before that section of the bastion becomes available.

The DM isn't going to have a good reason to say you can't have your Bastian in a certain city unless somehow you aren't allowed in that city.
"Because I said so" and "Because I'm not letting you game the system" are both good reasons for a DM to disallow obvious cheese attempts.
