So I want to create more balanced homebrewed magic items but haven't found a way to increase the to hit stat without increasing the damage rolls as well. When I select the "Bonus" option followed by the "Magic" option it increases both to hit and damage rolls. Is there a way to just increase one or the other?
I don't believe so. Broadly speaking, the homebrew tools are built to facilitate the official rules, and I'm not aware of any official magic item that works that way. (If you do know of one, you could always make a homebrew copy of it to see how it was set up.)
If this is just for use in your own campaigns, you could simply customize the weapon directly on the character sheet to add that bonus instead.
The game expects magic weapons to increase both, though. As long as you're following the max bonus by rarity guidelines, this weapon shouldn't cause any balance issues itself.
