If I am reading this right, if my base speed is 30 I have to have 15ft of movement left in order to use portal jump correct? I wouldn't be able to move 25 feet, have an ally with a Map 30 feet away, then portal jump to them using only the 5 then halved to 2 feet?
The first interpretation still allows you to move 15 feet towards an ally who is 30 feet away and teleport to them. If I am not mistaken.
When it says equal to half your Speed, it is referring to the Speed on your character sheet, not how much movement you might have left on your turn.
So in this instance, if your speed is 30ft, then you must expend 15ft of movement to use the Portal Jump.
For things that change your base speed, (say a potion gives you +10ft to speed or something) it would still be half of that number. So if you have a base speed of 30ft but you have a potion that gives you +10ft to speed (so total of 40ft), then you would spend 20ft to Portal Jump.
This is similar to getting up from Prone. You always expend half of your total available Speed. If an effect reduces your speed to 10ft, then you would expend 5ft to pull of the Portal Jump.

No, the cost of both this and the prone condition depend on your Speed, not your movement. Maximus is correct that for a character with a Speed of 30, these would both cost 15 feet of movement.
Your only movement options are to crawl or to spend an amount of movement equal to half your Speed (round down) to right yourself and thereby end the condition.

The reason for the "if your Speed is 0" exclusion is that your Speed can be reduced to 0 (eg when Restrained), which would otherwise mean you could teleport (0/2=0), but they don't allow that use (or it would trivialise such conditions).
