He may not be a dick, but it makes no difference. People generally don’t want to play a cooperative game with one person that isn’t playing cooperatively. This is nearly always a recipe for bad vibes and one player thinking it’s fun or funny while the rest just tolerate it so as not to “make a big deal out of it.” Just make sure the players are cool with it well ahead of time. If even one is not 100% on board, then you’re detracting from their experience and should respect that.
As to the boring not boring argument, stealing from players is an incredibly boring trope that’s been done to death. It doesn’t make your character interesting. It generally makes them a piece of garbage. You can be a flawed character without betraying your group.
Lastly, if you’re in a rare group that likes that sort of thing and everyone agrees it works for you, fantastic. Do your thing, but realize you’re in the vast minority and shouldn’t expect others to feel the same.
I make it known in the session 0 if they want in party theft, there will be in party consequences if they are caught stealing from my character, it is just what my character will do. If their sneaky about the theft I will be sneaky about the consequences you have to sleep some time, after a few nights of waking up with a failed death save to start "combat" they usually stop the in party stealing from my character.

As GM if I had a player that announced or passed a note saying they are stealing from another PC, It would be an auto fail and I would stop play to give them the two sentence explanation of no PVP in my game.

One of the players at the kids club I run insisted on trying to steal another player's bag of holding. I told him no and I don't allow PvP, all the other players said not to do it as it was an arsehole move and he still insisted on doing it. As soon as he opened the bag a huge arm emerged and attacked him as I threw a bagman from VRGtR at him. None of the other players came to help him and instead just said "we told you not to do it" and one went so far as to ask if he could roll initiative just so he could roleplay waking up and moving his tent further away from the fight before going back to bed
