My advise Play the character you want to play using the rules that exist and homebrew the simplest solution to any gameplay issues with the DM while a lot of these responses are good and certainly very valid every single post i read seems to have skipped over a kinda major and simple answer to the question the blind elven wizard is ..... a wizard wizards make spells simply sit down with the DM and discuss a balanced spell or feature a 1st level spell could act as a form of echolocation (blindsight) that as you up cast extends range 20ft per spell level. yes you would be expending a resource but that's probably what a blind wizard would do good sources to look at RAW are see invisibility, Darkvision spell and truesight whitch you could use as a template
This is something you'll want to talk to the table about. Not just the DM but probably everyone at session 0. The DM to work out if they're okay with this and to what extent they're willing to homebrew work arounds to make the character feasible. And the other players to make sure they're okay with having a party member with whatever situation you and the DM work out.
RAW I don't think it's going to work out well and this is more of a session 0 thing to work out with your table, as we can't speak for your DM or fellow players as to what they'll be okay with.
