The PHB costs about $25-35 if you buy the physical book. Wizards of the Coast wouldn’t be happy with its practical contents being made available for free (which is why DDB’s licence presumably explicitly forbids such a thing).

I am building a Cleric under the Twilight domain however it does not show in my drop down options. I have the book for it and I have made a Grave Cleric before and it worked fine after a bit of noodling around. But for some reason even though I am using the same settings the Twilight domain or the others (like the Grave Domain which I also have) does not show up.
FIGURED IT OUT! Apperantly I have access to the book the twilight domain is in however its not from my purchas,but from my dm. I bought it for myself and its all working now.
Yeaah, I have a campaign set up with my group's players and content sharing so we can split the costs of a lot of stuff and check out a wide variety of options. I own a lot myself, so it throws me off on occasion if I create a character outside that campaign and suddenly can't see something I wanted to check out. We have found it pretty cost effective to split up who buys what and since we're a regular group, we all benefit.
