I would like to see the basics covered such as iOS, Android and Windows phone/tablet support with all of course the backing of the different PC operating systems. Would the apps work offline with the ability to work online as well or upload/sync data over wifi.
Well we don't know what they used to build the Character builder, so depending on that it would be supported on every non-mobile OS. I would assume HTML 5 would be used because of its flexibility however WoTC did use silverlight in the 4th edition tools... Let's be grateful curse is building it I guess.

Lets hope that no device type will be ignore like most of the time windows phones are ignored and there is application only for iOS and Android
So few people actually use Windows phones that it wouldn't make sense for a company to spend time developing for such a minute number of potential users.
Hah, yes it so difficult for developer to create apps these days :D
I will say it like this:
If you create an HTML-based app it doesn`t cost any effort to create it for any type of OS! And I`m talking about this because I have experience dealing with apps in my daily job.
The last thing is if everyone thinks like this "Why to do something for a small group of people that use this technology" there will be no improvements and no new technologies.
Lets hope that no device type will be ignore like most of the time windows phones are ignored and there is application only for iOS and Android

there are way supported by microsoft to port apps from iOS to windows, it doesn't happen often however due to the company themselves stating copyright. for some reason even when there are people willing to do the work for the original developer they instead choose to deny an entire group of people access to their app. I hope it wouldn't be the case for this one.

I did see in one of the other threads that they did want the app to support offline, so I imagine it will have some sort of sync option built in.
