Games that are streamed or put up on youtube typically use an overlay program and they record the session. It's a bit of a complicated process, but it's been building in popularity for 5th edition. It makes games pretty fun for fans to watch. Skype is generally used for long distance camera/voip. :D
Another option besides Skype that people are also using, although it seems that it is dropping in popularity compares to a couple years ago is Google + Hangouts.
Yeah when one of our players moved out of state - we set up a laptop with a webcam directly above the map - and then set up another laptop with built in webcam at his seat at the table and used Google Hangouts to connect everything up so he was able to see us and see the map and we could see him playing from his couch. Seemed to work fairly well without anything too fancy.

Roll20 is very much online focused, and some players might play on cam. There was also a recruitment thread or two in the Looking for Groups forum that focused on web-cam games. You could always post in that forum indicating you're looking for a webcam-type game.
There is a program called "Dice, Camera, Action" on youtube. My question, are there any sites that put players together in a webcam based game?
I am EXTREMELY new to D&D. Played my first game a couple nights ago at Dragon Con.
