Just out of curiosity, what is it that you want to achieve? You said Fabricate + Skilled to make it more refined but is there something specific you wanted to make? Maybe there is something specific the DM is trying to prevent but in his inexperience he's doing it like a bull in a china shop?
I don't even have fabricate yet. I informed him of my plan to take it next level, and then the skilled feat later. He said I'd need to practice with the tools before I can take the feat, no problem. When I went to buy the cheapest tools in the game, I got told "no" through some made up in-game explanation.
If you show your DM the kind of hostility and aggression you are showing on this thread with those of us who, though we do not know you, took the time to post here and make calm, reasoned suggestions to you, then I'm surprised the DM even allows you in his game. I wouldn't.
Where are you detecting aggression or hostility? I'm not being aggressive or hostile. I'm trying to explain to you the situations that compound onto one another that creates this incredibly idiotic situation. You focused on the part that was completely irrelevant to the situation, taking the feat. I don't care about the feat, having to practice is fine, it's creating situations that would not exist in any context like a store not having thread that I am upset about.
If you create situations that make no sense simply because a player had the initiative to inform you his plans before he goes through with them, and then call them a quest, I don't want to play with you at all.

I did say, and I will say again, if you really think your DM is just, for lack of a better term, snarking you, leave the table. There's no point to playing in a game where you believe the DM is doing that.

I said straight up I'm not looking for advice, this is a rant. I tried to explain to you the situation, and as usual nobody on the internet ever reads what I say.
Honestly, I think some DM's, including my own, simply do not know the rules of crafting and don't care to learn, so they just tell you no. I wanted to make a broom of flying, I told my DM (different DM) that, and that I'd be looking for the formula, and he told me that I'd need a permanent work station, specifically because of issues of "time and money" when a broom of flying takes 2 workweeks and 200 gold. I can understand not being able to do it on the road, but I don't really understand why I can't do it over extended inn stays especially when nothing in the book says I need a permanent place to work.

Exactly... some DM's seem to think making things oneself is somehow equivalent to getting free stuff.... no matter what it is being made....
Yeah crafting items is plenty hard enough. The system already doesn't get used enough cause it's so time consuming, there's no reason to nerf it further. Magic items and potions in particular the DM shouldn't be shooting down cause you need the formulas to even get a chance to make a potion you want, the DM has complete control over what items of that kind I can craft.
