That said, when Grim Hollow concluded their Player's Guide kickstarter, they explicitly mentioned that they could not publish the artificer subclass they were working on in the book due to OGL issues. Keith Baker did publish artificer subclasses in his Exploring Eberron book, but that was a DM's Guild product rather than an independent third-party product like Grim Hollow. If you're working through the DM's Guild, probably. If not, I'd tread carefully and do a lot more research.
I'm fairly certain that if the book is free, than you can write whatever you want. I am less sure if it is a paid product, but as Yurei said, your best bet is the Dungeon's Master's Guild. It is a website that allows for easy buying and selling of RPG materials, mainly PDFs. Physical books are even more complicated, but there are probably ways to publish that I don't know.

Artificer class is not in the OGL and the price of your product doesn’t matter when talking about intellectual property. You can not use the class in a publication in any way unless your publication is listed on DMs Guild where you are not restricted to the OGL. However on DMs Guild tour universe is restricted to the four that they support.

Just to pop in and also clarify some factually incorrect information - free vs paid has ZERO relevance on the OGL and legality of copyright. (Sure, it probably matters whether WotC wants to bother doing anything about it, but that's a separate matter of whether it is legal or allowed under the license.) Free vs paid has no relevance whatsoever to the OGL, all content is treated the same.
Where free vs paid matters is the WotC Fan Content Policy, but that specifically mentions "no mechanics" (however, they don't seem real focused on enforcing that, but that's entirely at their discretion and can change at any time). So, as others have said, if you want to actually publish that sort of material, that is the entire purpose of the DMs Guild, and you can very easily do it there.
I'm making a dnd book and i want to know if i can incude new options for the artificer under the open game liscence.
No one here can offer free legal advice.

Hello there Samuel_Landers,
Wizards of the Coast have a copy of the OGL and SRD on their website, as well as some indications/suggestions of where/how to publish your content. https://dnd.wizards.com/articles/features/systems-reference-document-srd
