You can do some pretty awesome stuff with DAZ Studio or Poser, but that's gonna require $$$. Lots and lots of $$$.
Yes, you can technically get the DAZ application for free, but the resources you are going to want are going to be on their premium shop for lots of money. And then you have to learn how to pose the characters, set up a scene, and most importantly (and requiring massive hours of playing around), set up camera and lighting angles.
Take it from someone who did this for 3 years and produced a 7-issue, 24-page-per-issue, probably 750 total shots (panels) web comic -- doing something like DAZ for your models is not a "quick fix."
Hero Forge is about the best I have found for making quick and easy NPCs or character models. Anything better is going to cost. And usually a lot.

Champions Online, if it's still running, has a ton of different options. You can't use most of them in-game without paying, but you can preview them for free. If all you're looking for is the character editor, might be worth looking into, even if Perfect World can die in a greasefire.
Well for using free game character creators, City of Heroes could be one you could do also. It is being run on private servers now, so no cost. Technically "bootleged" but if you want free... And no Perfect World to deal with.

You could use Eldritch Foundry it isn't quite as good but it is a lot cheaper
