Hearing the others talk about finding a way out of here, Grum decides maybe these are people he could get along with - for as long as suits him, anyway. The attempt to bend the cell bars was entertainingly optimistic, too. "What are you all in here for anyway?" He motions to Pops and Petros, "It seems you two already know each other? Did you get into this mess together, or is that just happy coincidence? My name's Grum, by the way. I had a minor misunderstanding with a Redbrand, my first day in town. Let's just say he wasn't prone to patience and understanding. But anyway, how do you suggest we find a way out? They took all our stuff and locked us up. Could someone trick a guard? Or just talk our way out?"
As he's saying this, Grum is inspecting his cell bars, looking for any kind of weakness, and will take a good look around the room for anything at all that might have been left within reach of any of the prisoners.
"Storytime, is it? Fine. Petros and I were hired to deliver some supplies to this fleabit town, which we did. But we managed to lose our employer in the process. And instead of looking for him, which is what we should have been doing right now, like a couple of idiots we went poking our nose where we shouldn't have. The sooner we get out of here, the better."
"You gonna give yours a try?" He again points and pantomimes pulling two bars apart.
Petros walks over to the cell door and gives it shake, not with the intention of freeing himself, rather to satisfy his natural bardic predisposition of being irritating. Petros shouts "GUARD! GUARD! I NEED A GUARD OVER HERE!"
Petros can only smile at the obvious discomfort his rabble-rousing has caused. Clearly Pops prefers to handle situations in a much more tactful and discrete manner. Petros trusts Pops. Hell, Pops has saved his life on more than one occasion. So, Petros trusts that Pops will take full advantage of the commotion he is about to cause.
"GUARD! LETS GO! HOPEFULLY WESTIN DOESN"T PAY YOU BASED ON YOUR ABILITY TO FOLLOW SIMPLE DIRECTIONS!"
As he's saying this, Grum is inspecting his cell bars, looking for any kind of weakness, and will take a good look around the room for anything at all that might have been left within reach of any of the prisoners.
Investigation (for cell bars?) check: 23
The locks are well made and hard to break but can be picked rather easily.
As Petros begins to yell, you can hear the rattling of keys from behind the door. Moments later, the door is opened and it is Westin. "There are no guards here, and I like it that way. What do you want? You don't look like your sick or dying."
Studying the locks, Pops looks around for something – Part of his jacket? Part of his shoes? – that might work as an improvised lockpick. But he's not going to pick a lock in front of Westin.
He will, however, look for an opportunity to grab Westin through the bars, should he get close enough...
Having never seen Westin before, Grum says, "No guards? Sounds good to me, they're just corrupt arrogant egos on power trips, from what I can tell. So who are you? Are you in charge here, or just some rent-a-cop puppet of the Redbrands? Do you have any authority to reverse their stupid mistakes, or do you have to abide by those losers' poor judgement?" As he speaks, Grum approaches the bars of his cage, so that by the time he's finished speaking, he's in the front corner of his cell, next to Pops' cell (Actually, do we know what order we're in the cells in?).
Westin opens the door he came in and looks out it for a moment, before turning back into the room."I am no puppet!" Westin says somewhat loudly before realizing the volume of his voice. "I'm Townmaster Westin. I was elected to run this town. So yes, I am in charge here. The Redbrands were hired to protect the city from goblin raids, but I must agree that they have been on a 'power trip' as of late. Glasstaff is in charge of the Redbrands. You know his power."
"So you're in charge, but you're not in charge of the Redbrands? Do you outrank them, or do they outrank you? As you can tell, I'm new in town, so I'm just trying to work out who's actually important. So tell me, are you important enough in this town to overrule the Redbrands, and let me out of here, or do you have to do what they say? I got thrown in here because one of them decided I looked at him too angry. If you're anyone of any significance and decency, surely you realise the power hungry Redbrand was the one at fault, and I should be walking free."

Pops sags his shoulders, relaxes the muscles in his face, hunches slightly, and limps heavily. Already aged and quite unkempt, he plays up the part of a harmless, frail old man with injured knees.

He clumsily but gently staggers closer to the front corner of Grum's cage, still looking for the first opportunity to strike out and snag any part of Westin or his clothing should he get close enough.
Silva addresses Westin "You are chieftain of the village but not in charge of the guards? I was brought here on false charges and must return to my tribe. Release me now or bring me to the one who can release me."
Silva stares into Westin's eyes with a serious grin as a wolf would stare down it's prey.
Harbin Westin opens the door that he came in and peers out into it looking around for a moment. You can tell that on the other side of the door is an office type area. There are two desks and some chairs. Harbin pops back into the room taking note of the old man. "Listen," Harbin says quietly. "I had to hire them. The town was being attacked by goblin hordes. The townsfolk weren't too well equipped to keep fighting and people were scared. Glasstaff showed up a few months ago and was able to bring in some forces to deal with the goblins, but the Redbrands number began to grow even as the raids began to slow. Soon the town was filled with them. I tried, I really did, but Glasstaff wouldn't listen." Harbin seems genuine in his statements. "I assume that was your goblin friend along the path? Glasstaff struck him down without a second thought."
Harbin seems to ponder and moves closer to the cells. Harbin talks softer as he gets closer. He is probably close enough at this point for Pops and Grum to get a hand on his vest if you were wanting to. "I cannot just release you. Glasstaff would have my head. He uses these arrests as an excuse to grow in size and collect even more protection money from the residents."
"Which you don't want, if I'm understanding you right? So you'd be happy enough if the Redguards hadn't made our arrests in the first place? Is there evidence of our arrests? A paper trail that might be "lost"? You may not be able to just release us, but what if we were never arrested, so to speak?"
(Grum is keeping talking, hoping to keep Westin's attention focused in his direction as much as he is hoping to convince him.)
Harbin will say, "for some of you, the evidence is clear. Killing folks in the street is bad for my town." Harbin takes a look at Pops and Petros. "The rest of you, I am not sure. But as I said before, if Glasstaff finds out that I released you, it will be my head."

This town needs a strong leader like you Westin. A leader that can make the hard choices. Right now you have five dangerous and motivated people in cages. People who are willing to help you protect Phandalin. You cannot set us free of your own accord. Perhaps a key was carelessly left out, or (gesturing to Pops) a lock pick was misplaced….accidentally. Westin, let us help you!”
