I'm not sure that it's Sigil. It's not really a plane, and it's not specifically modern or future AFAIK.
It's close enough to a plane that someone who barely remembers it(Such as the OP) would probably mistake it for one. I don't know that much about it, though.

I remember an official DND plane where the entire thing is a giant city and its set in more modern or slightly future times.
