Since my group got hold of a ship from Baldur's gate(Descent into Avernus), they want to use the ship as a starting area for other new low level characters.
Now since the ship needs a crew of personal with water traveling skills, the characters are either taking Pirate or Sailor backgrounds.
I am adding another tweak to their creating characters that they all start level 1 as rogues with the 21 point. Some of the their points are used to match bandits stats.
Now would this still stays in the AL realm since it is only a starting point hook?
From the ship they can sail around and go to the different cities and they have a home base to use.
As long as the ship provides no mechanical or other benefit there shouldn't be anything wrong with it at all. How players choose to describe the characters spending their time between AL modules is entirely up to the players. However, the key is no mechanical benefit. No gold, no experience, no source of mundane items that they don't have to pay for ... the characters can't take a rope from the ship because it obviously has them unless they previously paid for it and added it to their log sheet for example. No ability to actually store mundane or magic items you collect in modules since they aren't usable unless you buy them or take them at the time.
It is fun to create a common basis for AL character development in terms of a shared background but as long as it is only narrative there shouldn't be any issues.
For example, we played Waterdeep Dragon Heist at a local store in AL. The characters who played it acquired the Trollskull tavern which we then used as a "base" while finishing Dragon Heist and starting to play Mad Mage. The characters created an adventuring company to explore the Dungeon of the Mad Mage based at the Trollskull tavern and other characters stopped by to sign up for expeditions, have a meal and a drink and socialize before heading out. From a narrative perspective it explained why there were quite a few different adventurers exploring the Dungeon and it provided some story continuity as we switched characters when playing different levels. However, the tavern provides no material benefit to any of the other characters in the adventuring company, it is purely narrative.
The situation I described above sounds comparable to the one you have and as long as there is no benefit to the characters of the shared background then AL shouldn't have any issue with it in my experience (though I am not involved with AL at any official level).
