In one of my campaigns, my players decided to give all material treasure they find to a foundation to add more restrictions on the sale of magic items in the region. (Bad guy bought very powerful magic item at local store- caused really big trouble) How do I give their characters rewards, without overpowering it with the magic items?
In another, the players have a lot of treasure and magic items. Hoards feel commonplace now. How can I reward them?
Mmm... bit of a tough one that but I don't think it's uncommon seen enough comments saying treasure is worthless, Think Ideally you want to give your players an outlet for this wealth without turning your game into castle and hamlet purchase and management sessions, some sense their wealth is actually doing something maybe even becoming the source of adventure in some sense ie That "Adventurous Left Overs" shop you guys opened to get rid of some of your junk and hired the little orphan Timmy and his sister to run is getting hassled by the local mafia...

Maybe I should have the first group flesh out their foundation a little bit! (How will the locals react to this goal, I wonder? Especially the weapons dealer in question)
But for the second group we’re in the already have a castle and gold pieces in the thousands range.
was wondering about this "foundation" that the first group is paying into is it for pamphlets, bribes and lobbyists?... could be a big old scam or get the group into the cross hairs of the Magical Weapons Industrial Complex ;)

Perhaps the organization will give them a medal for their donations to the charity. This will make them feel accomplished and proud of their in-game actions.
Maybe the king grants them the title of knight, bishop, etc. and maybe a little bit of land too. They can build a castle!
Supernatural Gifts/boons? Ravenloft & Theros both have pretty cool gifts you can give players. Letting them learn special spells, etc.
Don't they have to maintain the castle? In Colville's Strongholds and Followers 3rd-party book, he recommends 40% of the purchase cost of everything (units, buildings, etc.) per year (he says 10% per season -- same thing). So if a castle cost 100,000 gp to build, it's going to cost 40K/year to maintain. Failure to do so causes it to begin falling into disrepair. If a unit of troops cost 1,000 gp to hire in the first place, they will need to be paid 400 gp/year for upkeep. Failure to do so will lower morale, and eventually cause the unit to disband. And so on.

In another, the players have a lot of treasure and magic items. Hoards feel commonplace now. How can I reward them?
How about they purchase all the magical items they can, then try to either destroy them, hide them, etc? You could make their rewards the successful reduction of magic items.
As for the wealthier party, I think you need to find out what they would consider a reward. Can they use their wealth to buy titles, property, ships, etc? My campaign (about to hit 7th level) got possession of a ship early through some really exceptional fighting and luck. On another module, they came across an excellent brewer who was able to expand his production because of them, so now they sell dwarven ale throughout the Moonshaes. It actually about breaks even, or maybe they make a little profit, but they love it, and it makes the mechanics of introducing the hook for the next module easier.
Reputation, which affects how cooperative NPCs are.
Information. A clue to a mystery or puzzle.
Opportunities. Completing an adventure opens doors to others.
This.
Now the local duke likes them because of the good they do, and so is more willing to help them. And the local innkeeper tells them they don't have to pay at her bar ever again (Which is kind of a money reward, but also just kind of a fun RP thing).
That foundation they set up takes off like wildfire, and soon has bureaus around the world where they, the founders, can drop in for help.
Someone gives them a gift of the sword their great-grandpa used in the ancient battle of Two Horse Farm. Turns out he was a hero and anyone in the local military will recognize the markings on the scabbard, and treat the characters with more respect. (Side benefit, if they go to the home of the other side in the battle, the people there will also recognize the markings, and will be much less than happy about seeing that sword in their country.)

Think of boons and titles.
