Well RAW it only applies to melee attacks, but if you wanted to add it for spell casting, I'd say anything directly in line of the spell and in range would count. So a catapult spell, for example, would just keep going until the damage was depleted. Keep in mind that this is an optional rule that was intended to speed up encounters with hoards of weaker opponents. It wasn't meant to be used as a free Great Weapon Master feat.
Thanks for the advice, I'm running Icewind Dale atm and I'm gonna use it when the party comes across townsfolk who've been turned by the Chardalyn Dragon's Malevolent presence. I'm super mindful of what I introduce, so I don't break the game.

Ok cool! It will be interesting to see how much the spell casters in the group utilize your cleave rules vs the other AoE spells they have.
