Hello my fellow DMs. So I could use some help and possible brain-storming.
My players have made it to Setessa in a Theros Homebrew Campaign we are running.
About Setessa:
A polis that is more forest than city but still populated. Women are the leaders and very few men live there. At age 14, the men leave Setessa to try to prove themselves.
I have been thinking about things to implement as far as they have to have a guide if there are any men in the party. Possibly charging men more for goods or supplies.
As far as the sites and things that are there, Setessa has
4 religious sites, one to each season where certain gods are worshipped. 4 towers that protect the temple of karametra. The temple to Karametra. A market where 7 days surrounding the full moon visitors can go in and buy goods. A grove where people go to find peace and end up becoming animated trees that may protect Setessa. And thats about it besides homes.
I want to add maybe a couple things here but what would make sense?
It seems your town is missing a barracks or something similar. Unless the tower is very big, you aren't going to fit many soldiers in them and you will need warriors to defend your town from attacks.
Which leads me to the next consideration. How do they get their armour and spears and other such things? Do they make them themselves or do they get them in? Some places are become famous for their blacksmiths, so much so, people would travel many miles to trade with them. If they get it all by trade then that could cause problems if they anger the people they get their tools and weapons from. It would also mean their caravans could be raided.
What happens to criminals? Are they imprisoned, executed or banished? If they are banished, what stops them from coming back? If there are no consequences for crime, you may find your players have burn the town down for being slighted. I think the justice system will effect the culture in some way and so it must be considered.
What roles do men have in this town? This will determine how men in your party are treated. Why are men discriminated against? Does other such things happen in other towns? Why do men want to come back to this place is they are going to be treated worse than somewhere else? If you just want to discriminate against the male characters then people won't have any fun, unless you give them an option to changing that.
What happens when people need to buy things and it isn't 7 days to or since a full moon? If you can't trade regularly then this will cause problems, which will spawn unusual solutions. You may find black markets or bulk buying or many other things happening.
What happens at these religious sights? The players might be able to do interesting things here. What season will they be entering the town in?
I also recommend making a quick layout of the town in paint, just for yourself, so you understand what it would all look like.
