My players are the kind that aren't likely to take a job or quest if there is not a promise of an immediate reward from the questgiver upon completion of said quest. From what I can tell, the Storm Lords Wrath module doesn't provide any rewards from quests beyond what they find while performing them. How can I incentivise my players to do the quests anyway?
Sidenote, they aren't big roleplayers, so backstory or background reasons won't really work.
I'm really late to this party, but it's relevant to my interests just at the moment, so I'll drop a comment in here anyway.
My mates and I are playing a very un-structured "campaign" at the moment, and in the last session I swapped with the DM mid-session to take the reigns. This involved my PC finding out that his old enemy was sniffing around in town, so he legged it into the forest with Pass Without a Trace and a 36 Stealth roll in the middle of a fight, and the Bartender NPC who used to be a barbarian in his youth was heavily involved. When the fight finished, I started describing a new NPC walking into the bar and asking for help in Leilon, and the bartender NPC was now a PC and I was in charge.
Anyway, I digress, back to the actual question - my group is very focused on gold, so my NPC had been given a purse by Lord Neverember's agents to hire protection for Leilon. He offered them gold as a retainer to come and hang out in the town for a month and be available for action, and has promised them more gold from the purse if their services are actually required. My thought is to just offer them Gold from this purse each time they take on a quest.
My players are not that good role playing but I reckon you should tell them the consequences if they do not intervene. If they are reluctant do stuff then just strike them with lightning a couple minutes later. If they have played Dragon of icespire peak then they should understand the power of Talos's cult. If not than make them lay siege to leilon or phandalin. And if that doesn't work than make them change thier alignment. On the other hand you could bait them with inspiration.

When you thought you knew about spellcasting - you played a warlock
Why are most bard colleges a pain to type? I mean bard college of valor, compare to champion or evoker. Same goes for sacred oaths: paladin oath of devotion. That's even worse.
I don't think WoCE were very creative with the rogue and ranger subclass titles. I mean ranger archeotype? Roguish archeotype? Bro! Fighters are better but still is somewhat unsatisfying compare to a monastatic tradition or sacred oath.
