I'm running a campaign in a homebrew world thats very anti magic and has strict mage laws (ie on who can use it, when, where, and why), the penalty in most cases being stuck in anti magic cuffs for a disproportionate amount of time, mixed with imprisonment or execution depending on the crime. It stands to reason that there would be some sort of enforcer group trained to catch rogue mages and illegal magic users. Does anyone have any ideas for a class thats best suited for subdoing magic users? obvi theyd get the mage slayer feat on top of everything.

The best class for subduing magic users is generally Wizard (Counterspell, etc). Of course, that probably isn't an option. If you want a non-spellcaster, generally your best bet is a surprise attack and killing them before they get an action, which is probably easiest to do with a fighter or rogue of some sort, though stun locking them with a monk is also pretty solid.
Slayer conclave rangers get a class feature called "Magic-user's Nemesis..." Add mage slayer and dual wielder feats; use zephyr strike to get around mooks and you should be able to burn down squishy wizards pretty quick...
I'll echo what's already been suggested and recommend Monk, possibly the Astral Self subclass with wisdom as the main stat. The Mage Slayer feat is a given if feats are on the table.

Ancients paladins will resist damage from spells. And all pallys will have good saves.
Also monks can get to them fast and then keep them stun locked.

I always imagine monks in this role. Fast movement, good saves, and lots of attacks to break concentration.

SOme that spring to mind:
- Monk works well skill-set wise
- Paladin works well flavour wise as well as being able to tank some spell damage
- Rangers work well for tracking and getting the drop on mages
- Bloodhunter also works well flavour-wise, dependant upon what subclass you go with
- Rogue can also work: can't weave a spell against someone you don't see coming
