The party then fight a Level 20? Dampier Astral Self Monk with the 9th level spell Time Stop as a Lair or Legendary Action, and a weak auto heal (20 HP per round?).
Thoughts? (not on the meme, but on how this would work as a Actual Boss Fight. Is this too strong? Not strong enough? Any recommended Magic Items? I want a mix of Part 1 and Part 3 DIO abilities, not just ZA WORLDO.)
Also, any additions to the description would be appreciated.
I don't know anything about JoJo but Time Stop ends if you affect another creature, right? What were you planning on having Dio do during his extra rounds other than regenerating and repositioning? Because a single monster against a party tends to go badly unless you do something to balance the action economy and health disparity and while his regeneration coupled with Time Stop might help with the later a bit, the former will depend on what you plan to have him do.
Also, what level would the party be at and how many of them there would be?

Well yes.....but actually no. Dio from Jojo's Bizarre Adventure is named as a reference to Ronnie Dio. Other references to famous western musicians and groups are extremely prevalent in the comics/show

It sounds like a really fun fight and a great inspiration for a scary villain.
I might adjust the Time Stop spell for him to let him take 1 full turn each time, including all attacks, moves, and healing etc. It would be suitably terrifying and help account for the action economy deficit a single boss has against a party.
As for whether or not it's balanced, that would completely depend on the party. Can they do enough damage in a single action to slowly chip away his HP? Can they protect themselves from him in any way? Can they shut down his abilities (counterspell) or meet him in his 'bullet time' with their own time stop (very on brand for the theme)? How much damage can he do in a single round? If he could take out multiple characters in one round, they will probably lose. You might need to play out how a few rounds might go, and assume your players won't always take the most effective course of action.
