This one it tricky to describe, but here goes nothing:
I am wanting to set up a playstyle with my group that is drop in/drop out for days when some members can't make the main campaign session we typically run. The way I envision it, it could be any of us choosing to DM a One Shot, and the rest of us play as PCs. The trick of it is: I would like the opportunity for balanced player continuity. Sort of like, each PC is the member of a guild, and each one shot is a "help wanted" poster. I'm looking to have multiple PCs to select from by each person that comes to the table, to increase the odds of balanced parties.
My question is: has anybody ever heard of a playstyle like this? Is there a set of rules that already exists so that I don't need to write them and then test them via trial and error for balance? I know of westmarch campaigns, and that is definitely not what I want, I don't want to build a world one conquered frontier at a time. Just looking to allow for PC growth by playing a string of one shots.
It's similar to WoTC Organized Play such as Adventurers League where players have characters of various level and DM run adventures of a certain level for which players bring a character of corresponding level and log progression, XP, treasure etc.

It sounds almost like a west marches style. You might look into those.
