I don't have Phandelver and Below so I can't reference the exact wording you're refering to but I would guess Metamongoose is correct about AL or something like that. In the original Lost Mines, the titles were just given out for completing certian quests. They didn't do anything except denote that you were members of a particular faction. So you could just use them like that or come up with something fun of your own design.
Yeah, the titles it refers to are mainly for adventurer's league and such.
However, I would add that if you are planning to explore Faerun in your campaigns said titles and reputational games can be useful.
For example, Sildar iirc represents the Lord's Alliance. Having a title granted or bestowed from the Lord's Alliance might open doors if the party visited Waterdeep, Neverwinter, or Baldur's Gate. Co-operating with and gaining favour of the Harpers through Sister Gaerele (might have mis-spelt the name), could open doors in the future if the Harpers are going to figure into your campaign down the line.
My thinking is that these bits of flavour text can help you see if the party are interested in reputation and title mechanics. If they are you can work them into the campaign down the line past Level 12. If not, it's a cool bit of flavour that adds depth to the world.
"This rank and faction won't affect this adventure, but it is significant for players who participate in Organized Play events."
Some of the revisions to this adventure from the original are odd. This comment does not seem to appear in the originally published LMoP which makes it seem quite odd to add it since titles gained in any "Organized Play" event these days aren't meaningful anyway. Factions no longer play any role (except role playing) in Adventurer's League play even for old modules that contain faction related content. So, adding this sentence to the rewrite of LMoP seems non-sensical.

I was reading Phandelver and below, and in the second chapter you can get titles by NPCs for Competitive play. What does it mean? I don't understand.

My guess would be that it was important for Adventure League or convention play at the time. Probably not something that maters in your home game.
