first i want to apologize for my probably bad english. But anyways, as the title already shows i'm kind of stuck in my campaign and need a little help or some creative kickstart.
Some information first:
We are playing this group for 3 years now, after a long hunt for a big bad mage, the group did mess up with some time contradictions and while fixing them, they traveled into one of the 9 hells and released the four horsemen (by excident). Now they are on the hunt to bring them back to hell. It felt kind of natural for me to beginn with War because the impact of him would be the most noticable one. I managed to sneak in pestilence brought by one inffected player character into their hometown. He infected the cleric who healed him and is kind of patient zero. The player and the group have no idea, so far so good. So they started to hunt down war, prevented a battle between to huge realms, one of them corrupted and influenced by War and finally tracked him down. The last time we played they fought a 8 hour fight to bring him down and finally beat the first horsemen. Now they will most certainly travel home. They will notice some problems but i dont want to reval pestilence now and here starts my problem. I need help to a conversion, best case a conversion into hunting famine.
There dont need to be many fights involved, its some time for social action and puzzles because as you can imagine, the group did fight a lot over the last sessions.
(Information about the group: An old grumpy bard (lvl17), a young druid girl (lvl17), a rude tempest cleric (lvl18), an anxious range /rogue (lvl18 -13/5), a charming warlock (lvl16) and a light cleric (lvl18)
Interesting ideas and congratulations on running a high level game!
Social and Puzzles become a lot harder at higher levels, Depending on how the party travels, they could start seeing no food at the inns. The cleric and druid can start making some food for citizens, but perhaps depending on how close they are to famine, the effects are less. This should spark some curiousity. Villagers and townsfolk may start blaming other causes like, "oh some adventurers came through here a few days ago, and after that things have gotten bad" or "there's a new baron, and clearly he's cursed". These clues could be either real, or misdirections, but then provide information and story as you develop where famine is and how the characters go about tracking and resolving it. They can start with the people, but then lead into whatever factions or other powers you have in your game world.

"An' things ha' come to a pretty pass, ye ken, if people are going to leave stuff like that aroound where innocent people could accidentally smash the door doon and lever the bars aside and take the big chain off'f the cupboard and pick the lock and drink it!"
I would think about the causes of famine rather than the symptoms, so rather than people complaining about a lack of food they could enter a region suffering from a drought. Maybe the orchards have been turned into tree blights, or the primary vegetable has become contaminated
