So after so many years of playing "Heroes" and saving the world, i had the thought of things got to be this way, who decided that they were going to be the first hero? How did the various deities get that way, why have we never seen it. So for the past month or so I've been working, refining and picking the brains of some of my friends that i play with, and have come up with the below semi-campaign setting, and semi-session 0 document. Looking to get some feedback on it as a whole before i propose it to one group and potentially a second.
No comment is too small, as my main goal is to get other eyes on it. I've crowd sourced some of it from friends, other stuff I have come up with on my own. Just want to see how people think it reads, and how clear it is and most importantly, if it sounds like something people would actually enjoy playing.
Your work is very in depth, however, I have a few thoughts:
If the gods have almost no influence on the world, how can there be divine magic for the Clerics and Paladins?
Why are the Meta coins named as such?
The first line of 'Your Character, Your City, and You" has the word Rolls in replacement of Roles in the first sentence
If I were you, I would recap and detail more on the way to spend Meta Coins in the Meta Coins section

So that's a very good point, and I kind of eluded to the clerics a bit , but I never actually spelled it out. The cleric's/paladins will be the first. They'll be like the "First". So they'll be gaining power that no one has ever seen. It's not so much they have almost no influence, think of it the time before the influence. There are no rituals, no traditions because there are no clerics in the sense of a D&D class. The current religious structure that's been in in place is called an "Imperial Cult" think Ancient Egypt, where the ruler WAS god. Man has no power therefore no clerics
As for the coin, it's gone through a TON of changes, originally, everyone was going to be able to have 4 or 5 characters and the coins could buy NPCs with better stats to replace them(Note to self: have to add a stat section post after characters hit level 1), and would only be used for that. But then for obvious reasons with everyone having 4 or 5 characters, i knocked it down to a Main and a Backup(Have to add more details on downtime actives for the backup character). But as i was trying to figure out the crafting details, instead of forcing characters to go find 3 pounds of blue magic dust. Instead, the coins could represent that stuff that's just inherently found throughout the game, like not tracking component pouch things. It's just assumed that a player has found the items in a town if they have them available. It's had several names, like the "Character Coin" "Encounter Coin" but in the end the uses are so meta, that I figured i would just call it what it is. It's a Meta Mechanic, why try to hide it haha. Good point, i'll go more in depth with it.
You never mention what happened in the First Age. Besides Humans you only mention Dark Elves for elves and don't mention dwarves or halflings.
I had thought about digging into each race specifically but figured I could just handle it as players wanted to play those races. It might be a good idea just to give a run down though.
I was talking in a more of a generic sense about the ages, i mentioned in there that there was some old civilization that no one remembers anymore...I guess i probably should have been more clear, but maybe i'll actually spell out some stuff.
Took a quick read and really like your premise. Here are a couple things, sorry if they seem nitpicky:
1) In your explanation of milestone leveling you include "at the whim of the Dungeon Master" I would change that to "at the discretion of the Dungeon Master". The reason being is that "whim" is defined as - a sudden desire or change of mind, especially one that is unusual or unexplained. This gives the impression that the Dungeon Master is not organized or in control and could level you at any time for any reason. Discretion means - the freedom to decide what should be done in a particular situation. This gives the impression that even though the player may not realize what they did the DM did and rewarded the player accordingly.
2) With all the depth and flavor you have included why use such an out of game term as Meta Coin? Perhaps "Contract" would be more fitting? You hire or contract people (NPC's) to do a job.
Thanks for sharing your concept, it has already sparked some ideas for my campaign.
