For my next adventure all the zodiac signs are fighting my party. It might be a bit cliché, but I am sure they will like it. Imagine swams of tiny stars forming opponents.
Most of the opponents were easily homebrewed (all animals based on there actual counterparts, sagittarus based on a bandit archer, aquarius has water whip etc) but I have no inspiration what Libra has to do. My best idea so far is a Lady Justice type, a woman with a sword and scale, but I am not completely happy with it..
Well, one web site says "People born under the sign of Libra are peaceful, fair, and they hate being alone. Partnership is very important for them, as their mirror and someone giving them the ability to be the mirror themselves. These individuals are fascinated by balance and symmetry, they are in a constant chase for justice and equality, realizing through life that the only thing that should be truly important to themselves in their own inner core of personality. This is someone ready to do nearly anything to avoid conflict, keeping the peace whenever possible".
So, a swarm of Lawful Neutral creatures (Modrons?) that insist on instilling ORDER into everything that the party does. e.g. always speaking in turn, always standing in a straight line, being honourable in combat.
You might want to look up the Zodiac villains from Marvel Comics. I know they fought the Avengers at one point. There's one for each sign. You could look into how Marvel interpreted these characters for inspiration.

I'm a Libra. Balance. It's all about balance. The idea of wanting to create or maintain balance can be twisted into evil intentions in lots of ways. It's funny that Avengers was brought up, because at least in the movies (didn't read the comics) Thanos is a great example of a Libra villain.
Thanos wiped out 50% of all beings in the universe, to bring balance to it.
In fact, maybe you should just go with a reskinned Thanos :D
Honestly I’d check out the FF14 Trial boss Libra. They did a pretty good job with her fight. (Please tell me if I’m not allowed to reference other games)
Maybe make the encounter about what the sign represents over what it looks like - so rather than combat it’s a trial. Your party are judged in the court of Libra and have to defend themselves for their crimes.
might make a nice change of pace from the other 11 combat encounters.
Thanks for all the advice! I followed BioWizards advice and found a villain group based on the Zodiac signs.
I tried my best to create stat blocks. Now I have 14+ monsters (including Snake Bearer that conjures snakes) for a house the party of 6 has to navigate through. I rushed through certain parts but - man! - it is a lot of work!
Unfortunatelly my lay-out doesn't make it easy to share... Any advice how DM's usually share their monsters?

Perhaps a Way of Tranquility Monk? Calm and peaceful throughout the entire fight
This is a really good question. Maybe a female champion/paladin of Tyr the FR god of justice?
Or if your PCs are good aligned a champion of Tyr who’s been subverted by Bane the Lawgiver (LE god of tyranny and evil laws).
St Michael is frequently depicted with scales.
