Planning on starting a naval steampunk campaign, and I was wondering if it would be possible for players to board and take over an enemy submarine? any ideas?

Is it possible to take over a steampunk submarine? Sure. If submersed the players will need to figure out how to breach it without flooding it. If it's surfaced or dock, it's easier to get in. Once in there, your talking really really close quarter battle, or at least you have the opportunity to do so. That's just a kill them all or incapacitate them all and lock them up in the brig raid.
I don't usually run Steampunk, but I've run other games where there's unfamiliar or teamwork tech at play. Off hand, I'd say once they take control over the submarine, my instinct would be to model its operation somewhere along the lines of the Apparatus of Kwalish, but bigger. There's also a Bathosphere in Descent into Avernus you may want to look at. I'd probably make operation something like the way starships work in d6 Starwars. Have a helm or maybe a two person helm. A periscope and sound sort of radar (maybe independent stations if you have the party size). Environmental controls (maintaining air and maybe locking down hatches if there's a breach). Weapons (torpedoes or whatever elemental magic you can weaponize). Engineering to negotiate whatever machinery keeps the thing running. That's a five-seven person crew off the top of my head. If you don't have a full complement, you can come up with consequences of having to abandon station to deal with a hull breach lock down or what have you.
If the characters are already "naval" with appropriate proficiencies and skillsets (maybe just give everyone vehicle operation and call it a day, or go crunch) you may miss out in the fun of requiring a learning curve.

Running a battle IN a submarine doesn’t seem to require much in the way of mechanics; although, if you’ve ever been in one of those, you know there isn’t much room to swing weapons or launch missile weapons. Just remember they’re going to go down amidships and have guys swarming from both sides. You can look at any number of submarine action movies for cute ideas about environmental obstacles and potential skill checks.
If you want to know about running an undersea battle between two submarines, using 5e rules, I’m really not sure. Best I can do is suggest models for mood-building: The Hunt for Red October, obviously, the German original of Das Boot, and the Star Trek: TOS episode “Balance of Terror.”
I’d say they can get into some submarines that are designed to allow people to exit them underwater while they’re submerged. Water pressure will keep the hatches closed on most submarines though so they’ll only be able to board a few of them.
