How about this necromancer found a few night callers or other magical device that allows him to bring more power drawn from sacrifice or from the forest. in the forest or in a mountain. the necromancer is looking for something to revive his lover family member, friend... or child? but doesn't realize that this power is slowly twisting his mind. The adventures have to go stop him before he hurts himself or worse others. (maybe they know this necromancer... trainer? friend? family?)
This item based power allows this to stay a low level campaign because the necromancer isn't that high of a level he is relying on this magical item to boost his power. Undead are usually low level and easy to kill but numbers can make a difference. Drawing power from shadowfell for a power boost or maybe give additional range attack or abilities?

Goblin lords have found a new source of power. Growing plant blights they have grown in power and are now able to occupy a village or two. they use normal goblins as scouts as hobgoblins order around bug bears and different level of plant blights. (they might even run into an awakened tree or shambling mound)
Guys can you recommend a low level adventure that can be easily adapted to the Dark Sun setting?
