I use darkvision in darkness is equivalent to seeing in dim light. This results in disadvantage on perception checks that depend on vision and everything appears in shades of gray (you can't see colors). I play it that way since that is what the rules say and I haven't seen any reason why I would change it.
There are some circumstances where these limitations are significant (finding traps, secret doors and anything else hidden is one example) and others like combat where it typically makes no difference.
I sue that darkvision is dim light, but I also tend to separate the senses. Many beasts have advantage on haring, smell, and or sight perception, so if what they are attempting to perceive is via smell or hearing they get a non -5 roll.
I also treat darkvision in darkness and light much like a campfire in the dark. If you are in darkness and using darkvision you can ONLY see in darkness. The darkvision is either on or off. If it's on, you can't see and separate vision in darkness and normal light. Similar to how night vision goggles have to be taken off when out of darkness. You also can't be in darkness and you are looking at someone holding a torch, you can't see them, anything in the illuminated area, or past them into additional darkness.

I have started to read and interpret the darkvision rules as a creature with darkvision has to BE IN dim light to see in dim light as bright light, and BE INdarkness to see in darkness as dim light. Meaning, you can't be standing out in the open and in bright light, at the opening to a cave that has 10' of dim light followed by total darkness, and see into the darkness, even though the darkness is only 15' away from you. You have to be standing in a space of darkness to see in the darkness.

How I use it is it mostly affects perception. -5 to passive perception and disadvantage on perception rolls.
