I might start with the expected level of the party for the encounter, and work out the intended difficulty level for said encounter. Build or alter an existing creature to match up to the CR required for your difficulty rating and alter the statblock (if an existing creature) or assign stats to achieve desired effects (to-hit bonus, save DCs, etc.) The easier of the two versions might be to alter an already existing creature.
The more difficult portion of creature creation might be to ensure that it is balanced to achieve the desired effect, without going too far overboard, or being underwhelming during the encounter. I might suggest that it's easier to dial an encounter/monster back during an encounter than it might be to make it stronger.

i was planning a boss that was the second to last boss the party would encounter and was wondering what the stats should be

Suggestions might be Morkoth, Balhannoth, Belashyrra, Beholder or really any Aberration.
