I am creating a situation where a BBEG controls the water for a desert settlement (think a couple thousand people) via magical means. I am trying to set it up where he is the sole source of water.
There are the spells "Create or Destroy Water," and "Control Weather." Are there other "create water" type spells?
It seems the spells listed would be impractical to provide water for a large amount of people, even upcasting Create/Destroy.
Of course we have the Decanter of Endless Water
Are there limits on a decanter of endless water? Can it run like a spigot? Is there a duration?

The decanter of endless water has no limits, making it one of the most valuable (and potentially dangerous) magic items in certain settings. It makes a lot of sense for an evil character to use an item like that to assert control over a group.

Thanks. I read and re-read it, scratched my head when I saw Control Weather was an 8th level spell... but the Decanter, an uncommon magic item, seems like the ultimate water source. I thought I missed something.
There’s also Create Food and Water which would give an evil person even more of a stranglehold on a desert community. He controls all of the water and food the community has access to!

It is your world, so you get to choose whether to make this a Very Rare magic item instead of only Uncommon. (Justify by indicating what rare ingredients are required in its construction - and the secret of its construction is held by powerful rulers.)
