Creating new campaign, the features Fire Gaints as the "Overlords" of a slave group that work in coal mines for the forged of the fire Gaints. My current idea is that duegars are the underlings/slaves of the Firegaints, treating them like some form a feudalism. The duegars then do the Fire Gaints bidding managing the mines and flow of materials, with the duegars having their own slave work doing all the grunt work and other services. The players shall be some of the slaves working in the coal mines, I imagine the first few session being them escaping the mines through a rebellion that is undergoing or another form of that nature. But the problem that has arisen is that there are no low level enemies, Duegar being of cr 1 or higher. What could be of support to giants/Duegar whilst being easier for low lvl players to combat
Look up a list of monsters arranged in order of challenge rating. Off the top of my head I'm thinking things like Mephits (fire, stream, magma, dust), giant animals (badgers, bats, and spiders), strirges, etc. Anything you can imagine underground as pests, minions, or used as beasts of labor.
Both the duergar and fire giants have a forge theme so constructs might be a good idea and you could easily turn what ever stat block you want into a construct by describing it with a fiery robotic appearance and if you want giving it a couple of generic robot traits.
For example take the standard guard and give them object properties like immunity to psychic and poison as well as something fire themed like resistance to fire. Most likely the resistance to fire will be the only thing to come in to play and if you give them a fiery description like as a suit of armor with fire burning through the eye holes, players will probably avoid fire damage any way.
The legacy Apprentice Wizard would work well too with it's burning hands and fire bolt. Give it the same fiery robotic appearance and its a low level fire breathing robot. If you don't have the legacy apprentice, use the new one and changes its arcane burst to fire damage.
Both of those ideas shall work wonder, the beast of burden/minion idea would be great, also including some natural undark monsters that have slipped into the mines, and the overseers dont care about the existence of them or the conditions the slaves are in, as long as plenty of resources are being exploited, perhaps some kinda guard dog creatures that rooms the mines to search of slacker or rebels. I really like that idea of constructs, just grafting then with other stat blocks, offering a form of intelligent enemy that the players need to be careful with, yet not as daunting as a duegar party entering the mines
Guard dog for fire giants? Sounds like you're looking for hell hounds my friend. They're CR 3, but really easy to bring down a couple of notches by reducing AC/damage/HP/Save DC. As for other fire things that could work... there's the magmin, the azer, the magma mephit, and the fire snake/salamander. You could even include a xorn as a sort of ally or way to start a revolution- all that coal mining has to dig up some gems, too.

+1 for picking any stat block of a suitable CR, looking for the basic traits which reflect what you want - for example, if you want automated mining constructs as enemies, pick something which has a high AC and hits stuff - like perhaps a Bandit Captain, depending on level, or Animated Armour - and they re-skin it to the construct. Remember that the players won't see the stat-block, so even if you think "their intelligence seems too high", the players will not notice - they will be too preoccupied with fighting this cool mining construct you've thrown at them, and loving the creativity of it.
For a burrowing construct, consider a giant badger, reskinned, as an example.

This would work well as insighting some of the difficulties of the slave conditions, that The duegar and fire gaints don't really have any care of, but greatly effects the work conditions of the slaves as they are constantly dealing with these events. Especially when they are making their own hidden caves systems to hide and gather supplies for rebellion's to be out of eye sight of their overlords. These paths haven't been cleared of these threats, that the main systems would have been from the duegars/giants in order to increase mine production. The Xorn would be interesting ally to the part, for no doubtable plenty of gems, minerals and ores would be found. while the fire giants themselves, may have little use for the gems, the duergar would defiantly help themselves to the gems, and Fire gaints will pass gems in to the higher ranking giants of cloud and storm. The slaves/rebellion would be collecting their own piles of resources hiding them within their secret tunnels, and the xorn would be a powerful ally for them to have.
