I have an elf village being attacked by a manticore, but this is just a diversion, some other creature will be sneaking around, attempting to steal the Teeth of Dahlver-Nar that the players have. Any ideas on what should be doing it? The characters will be level 3 at the time, but I'm not sure they should fight it, maybe just see it.

Be sure to have some NPC that with the player that *could* fight it to give a reason for it to avoid combat run/away ect. But even if the players manage to run smack into it, and your NPC can keep it from TPK and they win (just don't make it so that it feels like DM saved us by fiat and scripted this encounter play by play)... rakshasa come back after regenerating in hell, and they swear revenge "I'll be back, and i'll be coming for you" makes a great last words. And this rakshasa gets to keep coming back, and being more clever and tricking the players over and over again, until finally the players have enough and have to travel into hell to kill him one last final time for an epic campaign BBEG.
Or you know .. just make a rouge and black cloak with maybe glowing blue eyes they can see at the edge, but they can't beat the stealth check at level 3 so he gets away with the Teeth.
This thief isn't the BBEG, but was sent by them, but this could work, also, I am pretty sure one of the summons from the Teeth of Dahlver-Nar is a rakshasa, so I could incorporate that somehow. Thanks for the help.

If you want to use a summon from the Teeth of Dahlver-Nar, you could also go for an incubus if the BBEG is at all tied to the Lower Planes. Something they could also fight in the short term. They can also blend in by shapechanging and charming the people of the town.
