So I'm confused by covens I have the idea of an encounter of a green hag, night hag and a sea hag coven for a party of 4 10th level players, problem is dose the encounter modifier still apply? The encounter of all 3 in a coven should be 5,800 however with the modifier it becomes 11,600 I want this to be a little harder than medium and if they kill one it's no longer a coven but is this still too difficult?
I believe 11,600 XP is correct. As it is, this encounter is considered Deadly (the threshold for your party is 11,200 XP), but this really depends on the circumstances. The effective difficulty of this encounter would be closer to Hard if the party is well-rested and has access to most of their resources. It would be even less difficult if the party is knowledgable about hags and is prepared to employ certain countermeasures (such as see invisibility to help deal with the green hag's Invisible Passage and the night hag's Etherealness).
Do you have any more details about the specific scenario you had in mind?
A simple fix, if you want to make this a Hard encounter, is to swap the green hag with another sea hag (bringing the encounter to 10,200 XP) or to make adjustments to the stat blocks to lower the effective CR of any of the hags by 1.
Thank you very much, I was able to circumvent the difficulty by making it that an annis hag and an oni hire the group to take out a coven before it's formed.
