Yes- there are some playable species, some sub-classes, and lots of monsters and other content that is exclusive to specific books. So if you don't buy that book you and by extension your players do not have accesses. Most of those things can be purchased individually instead of buying the whole book. So if you have a player who really wants to play a certain playable species that you don't have access to you can get it for something like $1.99 as opposed to $20.00+ for the whole book.
If some of your players have other resources on DDB than you purchased on DDB and they turn on sharing then everyone in the campaign can use it (I think). It's like the digital version of everyone bringing their books to the table.
Another question: Does my Basic Rules Only limit what characters, races, spells, weapons, etc. can join my campaigns and limit their character’s abilities, spells, etc.?
So, the characters would be limited to the free content. The basic rules have a lot of material that can keep you busy for a long time. I think the biggest limitation is that the basic rules only have one subclass per class. So character options are basically limited to selecting the class and going from there. But again, you could have a ton of fun for a long time using the basic rules.
If you wanted to open up more possibilities, the biggest bang for your buck would be to buy the Player's Handbook on D&D Beyond. They're having a 40% off sale in a few days. That would open up a few subclasses for every class as well as the feats which really allow for some fun customization.

The content that another player owns can be used by them to create characters. They won't be limited to the content that you own.

Some comments:
1) The players and the DM are limited to content purchased by anyone in the campaign. So a DM with a master tier subscription who turns on content sharing for a campaign will have access to products purchased by anyone in the campaign. The DM doesn't need to be the one owning the content. However, if the only content available in the campaign is the free stuff then the choices of race/class/archetype etc are extremely limited. A fighter can only be a champion, a rogue can only be a thief, a cleric can only be a life cleric, etc and races are similarly limited to a subset of those in the PHB.

Turning content sharing on for a campaign means that any content unlocked by any participant (player or DM) within that campaign is available for all players and the DM for use."
P.S. As far as I know, characters that were created on another account with access to content and then imported into your campaign retain access to all of their features though I am not sure if there are constraints on them further leveling up.
