you read the title, those are the rulers of elemental evil. you might have noticed that the'res FIVE of them. and for once its isnt the obligatory spirit element. cryonax is the price of ICE, one of the "para-elemental planes". what im wondering is have the rulers of mud, smoke, and magma been mentioned AT ALL EVER, even just at a table

also have you noticed that the plane of ice is getting a lot lately? cryonax, frost salamander, a giant in the giant book. that might not seem like a lot, but the other "para-elementals" have NOTHING. now I for one, really like the plane of mud and want it to have stuff. any idea why this is?

Well Cryonax made a power move to make Frostfell part of the Elemental plane in order to get the Para-Elemental Planes of Slush and Snow. Where eventually he could freeze the entire multiverse. But in essence, the Para-Elemental planes don't have a ruler, but some self entitled weirdo's.

Plane of Magma: Chilimba, First General of the Cauldron, Master of All Mephits
Plane of Ooze: Ghaunadaur, That Which Lurk's, The Elder Eye, The Lord of Slime, The Ancient One
or: Bwimb II (Since Bwimb is killed by Orcus)

But most of these things are 4e material and, well, the narrative didn't age well and has mostly been retconned or abandoned.
