I've been GMing from a player slot for years now. It's mostly been fine, just occasionally I need the campaign creator to do things to players' character sheets instead of doing them myself.
If I were using Maps, there might be more problems. (I don't know.)
I'm wondering if there is a way to "Promote" a player to DM and hand them the Custom Campaign. If not, what is the best way to handle this?
If you need to keep the books have the players make a copy of their characters from their character section. (I think you can also remove the characters from the other campaign and then bring them into a new campaign). Then have the new DM make a new campaign and when the players follow the link they can bring their new copied PCs over into it.
Of course the downside is the new DM has to have a subscription.
The new DM has the subscription, but I have the source books. Can I still share my books and Homebrew in the other DM's campaign?
Im not 100% sure. I think if you turn on content sharing and everyone keeps a character in the original campaign so they are granted content sharing of those sources it should work. But im not 100% sure. I am curious though.

So long as at least one person in the campaign has a master tier subscription (doesn't have to be the DM) and content sharing is turned on everyone will have access to everything everyone else owns

There isn't.
