Hi I would like to start a PBP game. I have an idea of a questing guild that is hired to sort out problems. (The plan would to be possibly have multiple people at different levels dealing with diffent quest) I have a basic map with some towns and some questing areas with npc to hook the players .i have a list a quest that they could do. I’m thinking the players could role play between quest and journey to from quest
If you're going to an "adventure of the week" style campaign - and there's nothing wrong with that - have you considered a West Marches style campaign? In fact, with your point that "The plan would to be possibly have multiple people at different levels dealing with different quest", this sounds almost exactly like a West Marches style, if you have different Players playing those different leveled adventurers.
Essentially, at the end of each session the Party tells you where they want to go next, and what they want to do next. That gives you as the DM until the next session to write up the adventure. The chances of you preparing large swathes of material that the party bypasses goes down ( although never to zero ), you don't have to create adventures out of thin air and try and get the Party interested with a hook ( they start interested ), and the Players feel like they have Agency, as they are literally driving the plot and deciding their own fate.
If you go that route, you're pretty much done, as far as needed prep, to start. You can introduce the Party to each other as fellow guild members, they have a built in reason to work together ( they're literally co-workers ), you have a list of potential jobs that the guild can give them, and it sounds like you're starting to flesh out your campaign world.
As time goes by, you'll flesh out your world in more detail, and the Party will develop history from their adventures, and start developing their own agendas and goals.
