So my players have come into possession of a town (Thundertree in LMoP) and want to build up the town and kinda turn the game into a little bit of a town-building game in D&D. That sounds really fun and I was wondering if anyone had any systems on how I could run this. I don't really know what to do.
I would take a look at Matt Colville's rules for Strongholds and Followers if you can afford it. Although it has an emphasis on an individual stronghold the PCs may acquire, if you're looking for rules to expand a town you could consider each building as a mini-stronghold or even go broader and think of the entire town as one giant stronghold. If you implement his rules for followers then they in effect become "citizens" of your town.
Furthermore, he has an entire series for the DM building their own cities of various sizes on youtube, and you can implement those lessons into what your players can do to expand their city.
Hopefully my players do this at some point. If they do I'll just have a piece of paper and a pencil and have them design it. Write a list of what they want.. tavern, inn, shops, etc.
From there they can hire people to run them or have trade routes. Also need a government and a form of law enforcement. While players are off on adventures have NPCs from other places come to rent the shops to sell their wares.
Also have events where bandit groups come in now and then to cause some issues. Either in city or on the trade route to be dealt with.
Then it's all about money and the like. Have to pay people to build/repair stuff from other nearby towns or villages. In a few short months could have a nice little village bustling with NPCs and the like.
Just remember it's something they want to do so they should be in charge of it.
