There is no rule I can find about the time needed to create an Iron Defender. It just says, “At the end of a long rest, you can create a new iron defender if you have your smith’s tools with you.“
My thought is that it should be like a Ranger’s companion. “With 8 hours of work and the expenditure of 25 gp worth of rare herbs and fine food, you call forth your companion’s spirit and use your magic to create a new body for it.“
I would almost argue the reverse and say it would be better if the ranger's companion could be healed/revived over a long rest (maybe keeping the gold cost in case the reduced time seems unbalanced).

I reject your reality and substitute my own.
I would rule that it's part of the long rest. There is a small bit of downtime in the long rest, so it could be that.
