It Depends. If you’re going for an actual god, then minimum of CR 30 (similar to Tiamat) regardless.
if you’re going for more of a Demon Lord/Archdevil level of power then CR 21-29 (although most examples are 24-26)
Most actual deities can’t actually be killed though, so you may want to think more of how to stop, disable, or subdue them rather than kill them (if that’s your aim)
if you are going really really minor, an Empyrean or Solar may be a good statblock to start with (CR 21 and 23)
That's the thing I am building a setting where gods are mortal (but not as powerful as tiamat) so I am probably going to use the Demon Lord and Archdevil Challenge Ratings.

During the Time of Troubles, Faerun's gods were relegated to mortal status (except for Helm). The stat block could be for such an Avatar.
I am probably going to make them avatars that after destroyed take a certain amount of decades to regenerate.
