So i and a dm will be playing the antgnist of their world a young dragon growing and learning. I will be the dragon and i was looking for advice from other dm and cretive folk.
How would you put forth the energy into making it so a dragon can grow and play as a pc oter then just useing the mm.
Well, let's start with the basics: how do you make a dragon PC? I'd personally just go with the Dragonborn race and reflavor it a bit, then give him two or three levels up on the PCs (maybe a level for every two PCs) and have him level from there with the rest of the group. I'd also double his hit points: antagonists are much less "glass cannons" than traditional PCs. That should in my experience make him a worthy foe for the group.
I'm not sure how to go about it non-mechanically, though, because I don't have a lot of info. Will you play in sessions with everyone else, in separate sessions, or only when your character is relevant, for example?
Many years ago there was the Council of Wyrms campaign setting which was based around players as dragons. It would require updating to 5e, but the concepts should still be sound.

There's one on DM's Guild that's pretty darn good actually.
One of my players gave me creative control over his characters evolution. Which was nice cause I turned him into the last remaining prismatic dragon. Whole story behind it all which I won't get into.
I ended up creating a dragon form for him with new stats and abilities along with his breath attacks, resistances and everything else he needed. Issue with having a PC being a dragon (cause dragons CAN turn into humanoid forms) is they can be over powered. So I made it so he can only use one day a week where he can change back and forth at will. Then have to wait 7 days to do it again. It adds a bit of thinking on his part cause he has to use it sparingly.
So now we have a human bard that can turn into a dragon at will. Who is striving to be the king of all dragons in the world. It's a fun time! Nothing comes from the MM. Just a lot of searching and thinking about what could work.
