So these 1/4 goblins I would need to upscale, looking at Bugbears, to a better CR creature. Or I assume that is what you were trying to say.
You would upgrade those CR 1/4 goblins to CR 3 creatures, such as Veterans. The multiplier of 15 is the ratio of medium encounter budgets at level 1 (50 xp/pc) to level 7 (750 xp/pc); you're replacing 50 xp creatures with 700 xp creatures, so it's about the same difficulty.
Honestly, I wouldn't try to do this. Either run it with a new set of PCs or pick a different adventure to run.

I'm considering that though granted unlike the OP, I'm going from 1st to 4th which does not have as much of a CR climb then a 7th level party so maybe reskinning could gleam some ideas.

Or failing that, choose a different type of monster to be the main villain, instead of goblins. I have not read this adventure so I can't say what is appropriate, but maybe you could replace the goblins with something tougher but appropriate (minotaurs, Yuan-Ti, things like that).

To give a variation on the CR levels needed, Bugbears (CR 1) & Hobgoblins (CR1/2), would work and I may either swap them in or reskin them as Goblins just to keep the text consistency in the adventure.

Bugbears aren't nearly tough enough to handle the change from level 1-3 to level 7+; they're more what you'd use to reskin it for level 3-5.
